Asset and Data Senior Technician

This is a fantastic opportunity for a forward-thinking, and innovative Data Professional to join Ringways team in Cheshire. The post holder will be responsible for the investigation and development of various asset related work programmes for the service. The role will also focus on assisting the team leader in analysing, interpreting and updating highway infrastructure condition data.
THE SUCCESSFUL CANDIDATE WILL HAVE;
• Experience in working in a Highways Environment
• A basic understanding of Asset Management principles and concepts.
• A basic understanding of using Pavement Management Systems (Confirm, Horizons, etc)
• An awareness of statistical information sources and an understanding of how data is collected.
• Knowledge and application of budgetary management and control measures.
• A clear understanding of the principles of project management.
• Ability to prioritise own work to support business priorities.
YOU WOULD BE RESPONSIBLE FOR
• To programme and co-ordinate all condition surveys for assets groups.
• Analyse data so to compile a programme of future works using Asset Management principals.
• Manage projects to contribute to the planning and delivery of larger maintenance programmes.
• Liaise with asset owners to ensure programme of future works are fully appropriate to the declared priorities and performance targets for the service and provide the best whole life value possible.
• To help prepare, under the direction of the Team Leader, Asset Management related documentation including policies, strategies, lifecycle plans etc for adoption by the service.
• Contribute to resource and budget planning for the team’s annual Business Plan.
• To lead on the development of procedures and processes for the use of Asset Management IT systems (Confirm, etc) to drive the efficient use of the system across the organisation.

Commercial Account Manager

Ringway Jacobs’ current relationship with Cheshire East Council started in October 2018 and is built upon a previous successful relationship of over seven years. Large numbers of the team have worked on this contract for many years, pre-dating the original RJ contract and as such this evokes a strong spirit of community and a network of support throughout the whole RJ family in Cheshire East.
This key commercial role provides an opportunity for an organised and focussed individual to join the commercial team to coordinate and manage key accounts through assisting in the delivery and governance of commercial services in accordance with the RJ Governance, in a manner that achieves both value for money for our client and sustainable shareholder value consistent with the contract, and prevailing processes in a spirit of openness, mutual trust and co-operation.
The successful candidate should soon feel part of a committed team and through good communication and organisational skills commence management of subcontract accounts to ensure consistency with the monthly commercial cycle.
THE SUCCESSFUL CANDIDATE WILL HAVE;
At least 6 months’ experience in Construction demonstrating clear understanding of subcontract task orders and the operational and commercial relationship
Highly organised work ethic
Ability to manage and prioritise duties
Ability to operate the CPA system (will train on job as required)
Basic understanding of measurement principles and their application
Ability to engage and communicate with client, stakeholders, subcontractors and third parties
Good written and verbal communication skills

Flood Investigation Officer

Working within an existing small team, the Flood Risk Investigation & Improvements Engineer will support the Flood Risk Manager in implementing and communicating the requirements and new duties associated with the Flood and Water Management Act 2010. You will be responsible for the development and design of new highway and flood risk management works and provide engineering support and advice for a range of regulatory flood risk and drainage matters across a number of service areas including highways infrastructure, statutory planning & development control (new drainage works) and coordination of the Cheshire East flood risk management and highways improvements programme.
Responsibilities:
• To assist the Flood Risk Manager in the delivery of the flood risk functions, new duties and responsibilities.
• To manage the investigation and to report and publish details of relevant flooding risk
• To develop, maintain and review relevant Highway Investment and Local transport programmes of work consistent with the Local Flood Risk Management Strategy
• Assist with delivery of Strategic Flood Risk Management Body and Flood Risk Management Strategy
• To assist manage the investigation and to report and publish details of relevant flooding risk
• Provide technical advice on the implementation of the Surface Water Management Plan/Local Flood Risk Strategy, including advising on the requirements for flood risk management , revenue and capital improvements and mitigation that can be implemented through the statutory planning process and activity, working alongside strategic partners such as Environment Agency and United Utilities and other professional partners as required
• Assist with regulation and technical adequacy of new development and drainage works activity
• To assist manage the investigation and to report and publish details of relevant flooding risk
• To review and maintain a record of critical structures or features considered to be a local flood
Competencies:
• Degree/HNC in Civil Engineering or equivalent qualification
• Full clean driving licence
• Experiencing in completing drainage investigations, relating to a number of flood sources
• Experience of corresponding with members of the public, Council Members, MP’s and stakeholders using all forms of communication
• Experience of working in a technical flood risk function associated with the delivery and design of flood risk and drainage improvements , planning & development building control, highway or transportation disciplines in a technical support role
• Experience of delivering flood risk, river and drainage related improvements and projects
• Experience of working with computerised systems associated with management of technical data and information; use of Autocad and drainage design software such as Microdrainage and FEH
• Knowledge of legislation and procedures / guidance relevant to Flood Risk Management
• Understanding of the legislation and technical requirements relevant to Flood Risk Management and other related disciplines
• Ability to write and present technical reports and correspondence to a range of audience types

The post holder will be required to participate in out-of-hours winter maintenance and emergency response activities on a rota basis, which will sometimes involve working unsociable hours, weekends and public holidays
